The [ORA-29701: unable to connect to Cluster Manager] error is seen during dbca when you are creating an ASM database. I observed this while I was installing Oracle 11gR1 on Suse Linux 10. First export ORACLE_HOME and ORACLE_SID.

asm26:/> export ORACLE_HOME=/oracle/app/oracle/product/11.1.0/db_1
asm26:/> export ORACLE_SID=orcl

 

Then you need to run go to $ORACLE_HOME/bin and run localconfig delete and localconfig add as root user.

asm26:/oracle/app/oracle/product/11.1.0/db_1> ./localconfig delete
asm26:/oracle/app/oracle/product/11.1.0/db_1> ./localconfig add

Thats it, you are good to go. Run dbca again and you won't find this problem this again.
